Project Description:

Transitional housing is an essential component to assist homeless persons in shelters to attain and remain in permanent housing and independent living. It is especially important to able bodied members of homeless families, veterans, victims of domestic violence, those in recovery and unaccompanied youth aging out of the state's foster care program. It is also important for those waiting on disability benefits and Section 8 subsidized housing. Broward County currently funds 110 beds of transitional housing through our local dedicated Homeless Fund. The current "Gaps Chart" prepared for US Department of Housing & Urban Development (HUD) indicates a gap of 166 beds for individuals plus 21 units for families (estimated at 4.6 beds per unit = 96 beds) for a total of 262 beds. The estimated average per diem cost for transitional beds plus services is $30. The total cost for the estimated number of needed transitional beds is $2,868,900 annually. This request is for approximately 50% of that need or $1,434,450 on an annual recurring basis to fund 131 transitional beds.Transitional housing usually is accompanied by an array of services, depending on the needs of the residents, including but not limited to: substance abuse treatment, savings plan, budgeting counseling, job training, case management, life skills training, legal aid, mental health treatment, abuse counseling, etc.

Measurable Outcome Anticipated:

Attainment of permanent housing is a standard outcome for Broward County transitional housing contracts. Normally, 60 to 70% of transitional residents move on to independent living.
