Statewide Interest:

This project addresses local as well as regional interests.  Our Federally funded study concluded this project provides a more than 20% increase in travel times in an area where there are four major state roads which all function at or below a Level of Service "F" and it creates 15% new capacity on the roadways 40% more cost effective than traditional transit.  Morever, the Government and Legislature supported this project, funding it through Fast Track.  And, the project has been recommended by the TOP Council in 2001/2002.  It is ONE OF ONLY THREE ITS funded by Congress in TEA-21.  The project can be construction ready with this grant and strongly enhances the economic competitiveness of the sub-region and links together FOUR Community Redevelopment Agency Districts.

Project Description:

Funding is requested to complete the begin right-of-way acquisition and to initiate construction for the North Orange/South Seminole ITS Enhanced Circulator.  The Circulator will provide mobility between two of the largest and most intense activity centers in the central Florida region during the reconstruction of I-4, State Road 434, and to connect residents and business users to the light rail line.

Measurable Outcome Anticipated:

Creates 15% to 18% additional capacity along or paralleling state roadway systems, doubles the functional ridership of light rail, reduces travel times in the area by 20%, increases the cost effectiveness of transit by 40% and it enhances the economic competitiveness of the area by increasing the seat miles of access to and from activity centers by more than 400%.
