In connection with any proposal to incorporate a domestic insurer, the office shall make an investigation of:(1) The character, reputation, financial standing, and motives of the organizers, incorporators, and subscribers organizing the proposed insurer.
(2) The character, financial responsibility, insurance experience, and business qualifications of its proposed officers.
(3) The character, financial responsibility, business experience, and standing of the proposed stockholders and directors.
