Chief Information Officer (Senior Staff Director)
General Summary:
The Florida State Legislature is seeking a qualified individual to direct the recently-reorganized Office of Legislative Information Technology Services (OLITS), an organization that supports a variety of technology needs for legislative units reporting to the Senate and House of Representatives. This position is responsible for the operation of a data center which includes a soon to be retired z800 IBM Mainframe, over 140 WINTEL Servers, a Cisco Campus-wide Local Area Network, and Wide Area Network directly supporting more than 43 offices state-wide. Additional responsibilities include supervision of an Application Development Bureau, Computer Support Help Desk, Web Hosting and Development Organization, and IT Project Office.
This is work under the direction of the President, Speaker, as well as the House and Senate CIOs. The individual in this position plans, organizes, and directs the implementation of administrative, fiscal, personnel, and technology activities for the organization. Duties include formulating and recommending policies, procedures, and strategic planning; conducting assignments of a specialized or technical nature; and providing cost-effective information technology services and solutions as required.
Examples Of Work Performed:
Serves as the senior staff person for the Office of Legislative Information Technology Services (OLITS).
Directs and supervises the daily administrative, fiscal, personnel, and technology activities for OLITS.
Makes recommendations to the appropriate governance body regarding such activities.
Supervises, plans, and directs the development of information systems projects and other activities.
Establishes allocation of available resources for the office.
Consults with user agencies and organizations to gather information and determine requirements for business process transformation, including the implementation of comprehensive management information systems.
Confers with upper management in reviewing operations to identify management problem areas, opportunities for business process transformation, specific information requirements, and to discuss project findings.
Manages activities in the planning, scheduling, and implementation of comprehensive management information systems.
Manages administrative and technical work of project teams in systems planning studies, information needs assessments and systems analysis, and reviewing approaches and methods to assess effectiveness in meeting management objectives.
Schedules assigned data center personnel and equipment to ensure proper operation of the office sections.
Prepares or reviews written and oral communication initiated in response to inquiries.
Selects, trains, and evaluates the performance of OLITS employees.
Directs the development of technical documentation to ensure implementation, operation, and evaluation of information systems.
Knowledge, Skills and Abilities:

Knowledge of computer operations systems and procedures.
Knowledge of the principles, practices, and techniques of computer programming and systems design.
Knowledge of state accounting, personnel, purchasing, and capital outlay processes and procedures.
Knowledge of Florida state government, legislative rules, and procedures.

Ability to evaluate and resolve customer problems.
Ability to direct feasibility and cost-analysis studies.

Minimum Qualifications:
A bachelor's degree from an accredited college or university in computer science, management information systems, business administration, or related field.
Nine years of progressively responsible information systems experience, four years of which have been in a managerial or supervisory capacity.
Progressively responsible information systems experience can substitute on a year-for-year basis for the required college education.
Any combination of progressively responsible information systems experience and post secondary training in disciplines as described above totaling thirteen years.
Preference will be given to those candidates with experience in cost recovery and management of commercial data centers.
Salary:
$90,000 - $120,000
