Job Title

Information Systems Engineer (Office of Information Technology)

General Summary

The Florida House of Representatives is seeking an Information Systems Engineer to serve in the House Information Technology Office. This position requires software development expertise in a multi-tier architecture and distributed production environment. This position defines, designs, codes, documents and implements web applications and stand-alone application solutions in line with the established architecture and interfaces (.Net and SQL Server).  The successful candidate will work with the latest Microsoft tools in a forward-thinking environment. Experience with SharePoint development a plus.

Examples of Work Performed

  • Design, create, and implement applications.
  • Consults with Business Systems Analysts and users in defining systems specifications.
  • Documents functional and technical design specifications from user requirements.
  • Designs systems logic.
  • Prepares documentation of programs and systems flow charts, narratives, test data, report formats, schedules and job work flow.
  • Analyzes and corrects problems in existing systems and develops process to correct.
  • Develop applications that will utilize the collaboration functions in SharePoint including blogs, wikis, workflows and other collaboration tools.
  • Develops and supports mobile apps.
  • Maintains and enhances existing systems.
  • Designs new computer systems.
  • Develops procedures for troubleshooting malfunctions in existing systems.
  • Develops comprehensive test data for systems tests.
  • Performs other related duties as required.

Knowledge, Skills and Abilities

  • Knowledge of Object-Oriented programming principles and best practices
  • Knowledge of relational database design, data processing and data communications
  • Knowledge of agile application development techniques
  • Knowledge of data privacy and protection initiatives
  • Ability to write, read, and interpret technical specifications, test cases, and software requirements
  • Ability to design, develop and test web-based applications using industry standard techniques and guidelines
  • Skill in developing and executing unit and system tests
  • Skill in developing program specifications
  • Skill in programming in SQL Server databases.
  • Skill in using source code configuration management tools such as Team Foundation Server and Azure Dev Ops
  • Knowledge of the concepts and theories of information systems.
  • Ability to analyze and interpret technical data.
  • Ability to design programs and systems.
  • Ability to think logically and solve problems
  • Ability to produce quality work under pressure
  • Ability to read and understand technical information
  • Ability to perform system hardening based on known and discovered vulnerabilities
  • Ability to evaluate and resolve user problems.
  • Ability to develop various reports including technical information systems reports.
  • Ability to provide technical assistance in the areas of computer systems analysis, databases, and/or hardware.
  • Ability to communicate technical information verbally and in writing.
  • Ability to establish and maintain effective working relationships with others.

Minimum Qualifications

A bachelor’s degree from an accredited college or university in computer science, management information systems, mathematics, or engineering and three years of progressively responsible information systems experience.

Progressively responsible information systems experience can substitute on a year-for-year basis for the required college education.

Any combination of progressively responsible information systems experience and post-secondary training in disciplines as described above totaling seven years.

Preferred Qualifications

  • Microsoft.Net, .Net Core ASP/ASP.Net, HTML, XML, XSL, C#, MS SQL Server TSQL, Microsoft IIS, JavaScript, TypeScript, Angular, RXJS, NGRX, OOP.
  • Web services (WSDL, SOAP or WCF)
  • Experience with Service-Oriented Architecture (web services)
  • C#.Net
  • ASP.Net
  • HTML, XML and XSL.
  • Team Foundation Server (TFS)
  • American National Standards Institute (ANSI) SQL (Oracle, or SQL Server)
  • Crystal Reports

Commensurate with experience.
