14         On page 163, between lines 27 and 28,

16  insert:

17         Section 63.  Section 288.980, Florida Statutes, 1998

18  Supplement, is amended to read:

19         288.980  Military base retention; legislative intent;

20  grants program.--

21         (1)(a)  It is the intent of this state to provide the

22  necessary means to assist communities with military

23  installations that would be adversely affected by federal base

24  realignment or closure actions. It is further the intent to

25  encourage communities to initiate a coordinated program of

26  response and plan of action in advance of future actions of

27  the federal Base Realignment and Closure Commission. It is

28  critical that closure-vulnerable communities develop such a

29  program to preserve affected military installations. The

30  Legislature hereby recognizes that the state needs to

31  coordinate all efforts that can facilitate the retention of

 1  all remaining military installations in the state. The

 2  Legislature, therefore, declares that providing such

 3  assistance to support the defense-related initiatives within

 4  this section is a public purpose for which public money may be

 5  used.

 6         (b)  The Florida Defense Alliance, an organization

 7  within Enterprise Florida, is designated as the organization

 8  to ensure that Florida, its resident military bases and

 9  missions, and its military host communities are in competitive

10  positions as the United States continues its defense

11  realignment and downsizing. The defense alliance shall serve

12  as an overall advisory body for Enterprise Florida

13  defense-related activity. The Florida Defense Alliance shall

14  receive funding from appropriations made for that purpose

15  administered by the Office of Tourism, Trade, and Economic

16  Development.

17         (2)(a)  The Office of Tourism, Trade, and Economic

18  Development is authorized to award grants from any funds

19  available to it to support activities related to the retention

20  of military installations potentially affected by federal base

21  closure or realignment.

22         (b)  The term "activities" as used in this section

23  means studies, presentations, analyses, plans, and modeling.

24  Travel and costs incidental thereto, and Staff salaries, are

25  not considered an "activity" for which grant funds may be

26  awarded. Travel costs and costs incidental thereto incurred by

27  a grant recipient shall be considered an "activity" for which

28  grant funds may be awarded.

29         (c)  Except for grants issued pursuant to the Florida

30  Military Installation Reuse Planning and Marketing Grant

31  Program as described in (3)(c), the amount of any grant

 1  provided to an applicant may not exceed $250,000. The Office

 2  of Tourism, Trade, and Economic Development shall require that

 3  an applicant:

 4         1.  Represent a local government with a military

 5  installation or military installations that could be adversely

 6  affected by federal base realignment or closure.

 7         2.  Agree to match at least 30 50 percent of any grant

 8  awarded.

 9         3.  Prepare a coordinated program or plan of action

10  delineating how the eligible project will be administered and

11  accomplished.

12         4.  Provide documentation describing the potential for

13  realignment or closure of a military installation located in

14  the applicant's community and the adverse impacts such

15  realignment or closure will have on the applicant's community.

16         (d)  In making grant awards the office shall consider,

17  at a minimum, the following factors:

18         1.  The relative value of the particular military

19  installation in terms of its importance to the local and state

20  economy relative to other military installations vulnerable to

21  closure.

22         2.  The potential job displacement within the local

23  community should the military installation be closed.

24         3.  The potential adverse impact on industries and

25  technologies which service the military installation.

26         (3)  The Florida Economic Reinvestment Initiative is

27  established to respond to the need for this state and

28  defense-dependent communities in this state to develop

29  alternative economic diversification strategies to lessen

30  reliance on national defense dollars in the wake of base

31  closures and reduced federal defense expenditures and the need

 1  to formulate specific base reuse plans and identify any

 2  specific infrastructure needed to facilitate reuse. The

 3  initiative shall consist of the following three distinct grant

 4  programs to be administered by the Office of Tourism, Trade,

 5  and Economic Development:

 6         (a)  The Florida Defense Planning Grant Program,

 7  through which funds shall be used to analyze the extent to

 8  which the state is dependent on defense dollars and defense

 9  infrastructure and prepare alternative economic development

10  strategies.  The state shall work in conjunction with

11  defense-dependent communities in developing strategies and

12  approaches that will help communities make the transition from

13  a defense economy to a nondefense economy. Grant awards may

14  not exceed $250,000 $100,000 per applicant and shall be

15  available on a competitive basis.

16         (b)  The Florida Defense Implementation Grant Program,

17  through which funds shall be made available to

18  defense-dependent communities to implement the diversification

19  strategies developed pursuant to paragraph (a). Eligible

20  applicants include defense-dependent counties and cities, and

21  local economic development councils located within such

22  communities.  Grant awards may not exceed $100,000 per

23  applicant and shall be available on a competitive basis.

24  Awards shall be matched on a one-to-one basis.

25         (c)  The Florida Military Installation Reuse Planning

26  and Marketing Grant Program, through which funds shall be used

27  to help counties, cities, and local economic development

28  councils develop and implement plans for the reuse of closed

29  or realigned military installations, including any necessary

30  infrastructure improvements needed to facilitate reuse and

31  related marketing activities. Grant awards are limited to not

 1  more than $100,000 per eligible applicant and made available

 2  through a competitive process.  Awards shall be matched on a

 3  one-to-one basis.

 5  Applications for grants under this subsection must include a

 6  coordinated program of work or plan of action delineating how

 7  the eligible project will be administered and accomplished,

 8  which must include a plan for ensuring close cooperation

 9  between civilian and military authorities in the conduct of

10  the funded activities and a plan for public involvement.

11         (4)(a)  The Defense-Related Business Adjustment Program

12  is hereby created.  The Director of the Office of Tourism,

13  Trade, and Economic Development shall coordinate the

14  development of the Defense-Related Business Adjustment

15  Program.  Funds shall be available to assist defense-related

16  companies in the creation of increased commercial technology

17  development through investments in technology.  Such

18  technology must have a direct impact on critical state needs

19  for the purpose of generating investment-grade technologies

20  and encouraging the partnership of the private sector and

21  government defense-related business adjustment.  The following

22  areas shall receive precedence in consideration for funding

23  commercial technology development:  law enforcement or

24  corrections, environmental protection, transportation,

25  education, and health care.  Travel and costs incidental

26  thereto, and staff salaries, are not considered an "activity"

27  for which grant funds may be awarded.

28         (b)  The office shall require that an applicant:

29         1.  Be a defense-related business that could be

30  adversely affected by federal base realignment or closure or

31  reduced defense expenditures.

 1         2.  Agree to match at least 50 percent of any funds

 2  awarded by the department in cash or in-kind services.  Such

 3  match shall be directly related to activities for which the

 4  funds are being sought.

 5         3.  Prepare a coordinated program or plan delineating

 6  how the funds will be administered.

 7         4.  Provide documentation describing how

 8  defense-related realignment or closure will adversely impact

 9  defense-related companies.

10         (5)  The Retention of Military Installations Program is

11  created. The Director of the Office of Tourism, Trade, and

12  Economic Development shall coordinate and implement this

13  program for military installations located in counties with a

14  population greater than 824,000. Notwithstanding subsection

15  (2), the program shall provide up to $1.2 million to assist

16  military installations potentially affected by federal base

17  closure or realignment in covering current operating costs in

18  an effort to retain the installation in this state. An

19  eligible military installation for this program shall include

20  a provider of simulation solutions for warfighting

21  experimentation, testing, and training which employs at least

22  500 civilian and military employees and has been operating in

23  the state for a period of more than 10 years or a joint

24  military command in a constitutional charter county as defined

25  in s. 125.001(1).

26         (6)(5)  The director may award nonfederal matching

27  funds specifically appropriated for construction, maintenance,

28  and analysis of a Florida defense workforce database. Such

29  funds will be used to create a registry of worker skills that

30  can be used to match the worker needs of companies that are

31  relocating to this state or to assist workers in relocating to

 1  other areas within this state where similar or related

 2  employment is available.

 3         (7)  Payment of administrative expenses shall be

 4  limited to no more than 10 percent of any grants issued

 5  pursuant to this section.

 6         (8)(6)  The Office of Tourism, Trade, and Economic

 7  Development shall establish guidelines to implement and carry

 8  out the purpose and intent of this section.

 9         Section 64.  There is appropriated from the General

10  Revenue Fund to the Office of Tourism, Trade, and Economic

11  Development the sum of $800,000 to implement the programs

12  described in section 288.980, Florida Statutes. The funding

13  provided pursuant to this section is critical in assisting

14  with the improvement or upgrade of infrastructure (roads,

15  water supply, power grids, communication nets, etc.) around

16  the state's military bases which will be measured in the next

17  round of military base closures. It is the specific intent of

18  the Legislature that a portion of this appropriation be

19  expended to employ a consultant to evaluate the infrastructure

20  needs of Florida military bases in order to provide a baseline

21  and order of priority for the disbursement of funds. This

22  appropriation is in addition to any funds currently available

23  for grants to help local communities.
